Do you think that the black market still offers a source of vagaries? Especially via the south thru Vietnam.
I was lead to believe up to 30% of all "exports" went thru this route.
Hence the official story,exports,price etc was always unclear. Indeed the black REEs could be partially controlled by those who wish to add another bow to their quiver in controlling the whole scenario..Until Lynas
