If you're not seeing news of nuclear reactors being built, you're looking in the wrong places. With 58 currently under construction (highly likely most of these will be finished, barring another GFC event) it's China, India and Russia leading the way but even the UK and US are still building. Remember that each plant usually buys 2-3 years supply (and keeps it stockpiled moving forward) so that's a lot of demand even in the near term.
Beyond that there's the fact that a lot of the current contracts are coming to an end. U miners aren't going to want to lock in long term contracts at $30 so there's be a game of chicken on contracts AND on the spot market. Unless a nuclear killing, safe, easy to implement tech comes out in the next 5 years - which also has the political will behind it... nuclear is destined to recover to at least a reasonable degree. I see an initial spike in spot - maybe early 2018 then it'll probably calm down to $50ish.
