Neil, I think that's the case for all cities and I think a large part of it is that with all the concrete the heat remains at ground level instead of being absorbed (I don't know the scientifics of it). Try walking on a concrete or bitumen surface barefoot on a hot day and then step off onto a grass or dirt surface and you'll notice a major difference.
