The reason electricity wholesale prices have doubled is because power generators have been reluctant to invest in new plant due to uncertainty over future carbon prices. There are many projects on hold waiting for this signal. The drought has raised a new problem that is coal fired plants are very thirsty. It wouldn't be fair to blame anyone for not having predicted this, however future plants wll have to take it into account and it will greatly add to the cost of coal fired generation if it is fairly accounted for.
The costs may actually be hidden and borne by the taxpayer (eg with Beatties $2 billion pipeline) but they are real and change the economics of power generation.
