You missed it apparently. Please see the recent price charts for REEs. Spikes in 2011 and 2017 both had their own causes and resolutions; the REE price rises which started in 2020 have proven to be more resilient.
And there is a REE shortage already. Going forward will be a continual situation of demand exceeding supply for DyTb-NdPr especially ex-China. Prices overshot as they rose but remain at prices that support investment, with the rise coinciding with the Chinese remarking that they were not getting "rare" prices for their REEs. Now they are.
The Chinese make quite a bit on magnets, too, with production increasing on the high tech end of the magnet market - if they succeed in doing that to the tune of 80% like everything else they attempt, it will mean they are building 80% of the entire world's EVs and turbines. Magnet prices will stay where they are at for as long as dominator CCP wants them there to discourage Western magnetmakers with NdFeB patent access from trying to play catchup. This is a significant headwind and it is not easy to imagine a Western company focusing on large-scale magnetmaking such as the Chinese are continually re-equipping to do. Current DyTb prices are another very serious challenge to any ex-China magnetmaker if you can even get it; not to mention every Chinese company will have had a chance to buy it before you.
Basically both EV and turbine markets are exceeding growth expectations, especially in China, and there are many reasons to expect demand growth from both markets to accelerate, especially ex-China.
