I think this question should be directed to tghe company responsible for compiling the components of the Solactive Index (not Global X). As I understand it this is a German company more details are here.
More information on their uranium index (SLX are a component of this) can be found here.
Regarding the 1% this is simple the market cap of SLX as a proportion of the market cap of all the companies on the Solactive index; no human quantification is involved.
