I would add that in China "the guys buying these systems" are being forced to do so via regulatory change and government policy. So rather than choosing to join "the iPhone queue", they have to join it, and the money will be spent, so as such the perceived budgetary issues don't exist. Contracts will be signed, and I am entrusting EMC to get more than their fair share of this legislated expenditure.
