You talk of 2.1 billion like it's some kind of unheard of astronomical figure. Have a look into the costs for LNG plants around the world. It is multiples of the $2bn figure here. or POX gold refineries. Also in excess of $2bn. Many other examples of process facilities in excess of this figure..
Comparing to MC of RIO is ridiculous.
Having the backing of GM, LG Chem and government, financing this project will happen. Just a matter of time
