I guess a model using the resource locations and shipping costs of each imput ie $/kilo/kilometre and infrastructure cost of power etc add a human weighting ie a pleasant environment in which a large town would be attractive to settlers and flourish, would locate the optimum location.
Off hand I would think that around Kununurra (Ord River) might be up there given the plentiful supply of drinking water?
