It takes 3 years to build a fully functional plant, but NRO mentioned before that they can start selling intermediate products once mining starts, and that can start bring in cash flow - NRO, can you share with us where you got the info from? I would be good to read it over.
For Financing side, I think Shenghe would most likely chip in to fund the project, but I think the GoG stipulates that some funding much come from onshore - to support the local economy, I don't think we would have any issues there, so September 2020, I don't see why not .
