After AGM yacov will end up with 320m share (+94m+226m)
Total SOI after AGM will be approx 520m sh + 60m op = 580m.
If Yacov wants to keep 51% ownership/control, them he can dilute SOI too much,
ie another 60m (max, new issues) +580 will take it to 640m.
320/640m = 50%
