It says 'subject to the consummation of this offering'. That means he only gets the bonus if the IPO is successful.
Changing subjects to the Market Cap, I thought the minimum offer price is $4 (3 or 2 dollars are possible under special circumstances). How do they go from trying to IPO a few months ago for between 5 and 7 dollars and now doing it for cents? They don't. Even at $2, the Market Cap would be at least 120 million US.
