Believe recent maintenance works have been conducted on the rail lines within the port area (Portland). Further a business case is expected to be put forward to the Federal Gov't for funds to upgrade the speed and tonnage of the line to Portland which is well overdue. Hopefully the Feds stump up the $$$. Far more grain should be hauled by train but the lines are often in a poor state or beset by speed reductions amongst other things.
