Yes, but they fumigate it at port anyway -its doubling up as a "risk management" strategy, but by insisting on what they're doing they also make the insect resistance issue worse- the merchant has to take some blame for not informing me, but I'm not sure that they even knew of GrainCorp's requirements.
The commodity vendor declaration form is satisfactory to all other main grain merchants, and was the one that Viterra sent me -but no, not good enough for Graincorp!
