No mention is made of any conditions attached - under continuous disclosure rules attached conditions would have to be disclosed to the market.

Seems to me the money is raised - and 'unconditional'.
Although mention is made of increasing production, some time in the future, its so vague the funds are unlikely to applied to 'increasing production'.

I may be wrong. But it could be showing just how determined GNM is be to buy REY - the commitments may not be limited to $50m.
