As true value, imo, will only be realised when the company objective is reached and we have our top ten IO producer in production.
You say you don't invest on your guesses.
May I ask, with the company objective in writing and so plain why would you invest in this in hope of a bidding war. If you don't invest on guesses?
In closing I'll just state the fact that top companies do not change the objective for under performing staff, they change the staff to ensure the objective is reached.
