Domum, I had a quick look at RRS thread & looks like they issued shares as mentioned in the following quote,
"42,000,000 Ordinary Fully Paid Shares to be issued upon drawdown of equity line of credit facility at 17.3p (two week period 3/3-16/3)".
That means even CCC will have to do something like that. May be that is the reason someone wants to keep SP down.
