Going by the ann it stated that investors were committed to purchase at 25c.
It often happens that once a placement goes through at a discount to the current price it some how finds its way back to that figure or less due to the dilution factor.So the so called sophisticated investors shouldnt be expecting anything less..they just gonna have to roll with the punches....
