Surface anomalies can be transported over thousands of years. Its far from a moral representation of whats beneath. Targeting a surface anomaly is just an indicator (and a starting point). Outcropping is of course another. We must also not forget that 99.99% of exploration drill holes never become part of a mine. Exploration is a very high risk, low return venture. But it can with some luck more than payoff every dud hole you have ever drilled.
I do however agree with you that its HRE that has become the focus.
