If the car is being sold by the finance co they can and will give guaranteed title.
It would be illegal for a hirer to further encumber a financed vehicle. Unless it was physically in a garage with the mechanic exercising his right of lien [finance co would override him anyway prob] any claims are on the once owner.
I'd be very happy dealing with the finance mob.
