Some are born with handicaps and challenges, not as a punishment by any means, but due to the benefits, personal growth, knowledge, compassion, understanding, and patience the person and the caretakers would be required to learn from raising a challenged child.
Those challenges would not inhibit the salvation of the baby, as a handicapped child would NOT be accountable for their actions in the same way an average person would.The handicapped child most certainly has their salvation assured, due to the atonement of Jesus Christ and their inability to be accountable.
In other words, they are born to satisfy the need for mortality, but probably already have the spiritual strength and ability to move on to salvation when it is their time to pass on.
