It could be the fact that a lot of full service brokers do not cover small cap stocks anymore so the majority of investors (not traders) do not have any idea what is out there in way of up and coming juniors. They are pushed into the top 300 and the rest are off the radar so to speak.

You can imagine the full service broker advising the investor to purchase STO because the drilling program is so good plus their other interests. They wouldn't even know that DLS has a 10% share.
