In American parlance "black" is shorthand for African-American.
Perhaps her father's forebears had been captured in Africa and brought to Jamaica as slaves.
(I've always wondered how indigenous Africans "allowed" themselves to be captured by "blackbirders" but perhaps they simply fell for inducements offered by them.)
