    The true situation is the government/council actually informs everyone
    "Come down and spend your money. You can build here"
    So everyone does and once they have forked out a fortune, A day before they build. Then say. Ah sorry. Law change. Cant do it now everyone, sorry.

    Anyone doing that in a civilised and uncorrupted country would get their balls sued off
    Regardless if the council tried to twist a little fine print clause to writhe out of it.
    Its the clear principal of the matter without even looking at the law (which I dont believe helps the government much either)

    $50m buys control of Kvanefjeld


    MICK Shmazian's Greenland Minerals and Energy is expected to announce today that it has bought full control of its Kvanefjeld rare earths project for close to $50 million, ending years of legal disputes and boardroom challenges.

    Acquisition of the remaining 39 per cent, owned by Perth-based explorer Greg Barnes and his Westrip Holdings group, leaves Greenland Minerals free to attract a cornerstone investor or potential partners to help in its pursuit of development permission from the Greenland government.

    The biggest stumbling block to mining Kvanefjeld, which the company claims is now the world's largest rare earths resource, is Greenland's ban on mining uranium, and other radioactive substances present in the deposit.

    Greenland loosened the rules slightly a year ago to allow explorers to evaluate prospects containing such minerals. This month it approved the terms of reference for Greenland Minerals' environmental and social impact assessments as it prepares a feasibility study on mining Kvanefjeld.


    Greenland Minerals called a halt to trading in its shares last Thursday as lawyers for both sides wrestled with final documentation.

    It is understood the deal to be unveiled today was close even before the last shareholder meeting, but was held up by Greenland Minerals wanting to be certain the payout to Westrip would not only remove a troublesome joint venture partner, but end all litigation.
