Thanks for your advice HC. I've been researching mining disasters in the Phillipines since I heard about the Marcopper disaster through a doco on ABC Radio News late one night. As you can see I had no idea what the MGB are about. Have a little more insight now. I rely on newspaper articles for my information. According to the local press everytime there is a disaster antimining sentiment bubbles to the surface. Obviously not a reliable source of information.
Red's tailing dam mishap followed on the heals of a string of major, especially environmental, disasters and I presumed that the lengthy delay in getting the CDO lifted was a result of MGB being extremely cautious. From your comment I was wrong to presume this and stand corrected.
