    If it comes down to royalties and jobs, it'll be a political decision, which means it'll be timed and packaged to suit the coming NSW election ( eg, extra conditions to appease greenies ).

    I'd rather it remain too small to get much notice, stay in the bureaucratic space and get approved on it's merits.
