I woudl guess just in case someone puts in a late order for more than 3.5m shares and its settled after market trade hours. the excess quantity above the sell queue would get placed at 40c. tidy profit.. easy to put on, easy to take off every day at no cost. games people play with stocks like these with small sell queues.
though a small sell queue is a great sign usually
