The only thing that matters to Telstra is market share and positive cash flow. To acheive this outcome does require tough messures which Penn is aiming for. More so the previous CEO's fault for not looking forward and doing absolutly nothing. Penn also should have acted quicker to reduce dividend, number of plans and therefore customer service and staff costs.
