Danish - Greenlandic cooperation agreement is until Spring 2016 with regulations hoping to be in place by then. I can't see GMEL putting in any exploration license before then. That is why they might say they hope to receive it by 2016. Giving it a year for Greeland to process the application then my guess would be Spring 2017 earliest before a ML can be granted.
