AS I see it, this choice is basically an impossible one.
The outcome of the JR might, I expect, settle this question.
Does the Minista's s.111A power extend to overriding the Act which states that a tenement expires when it expires when in the public interest it should not?
If the Minista's s.111A power extends to overriding the Act then does this not imply that under s.111A the Public Interest reigns supreme and nothing can override IT. Nothing! Except that is the Minista him/her self who can basically do anything on reasonable grounds.
But then if the public interest is undefinable, then isn't it unreasonable to apply something that is undefineable to make a reasonable decision?
