A light bulb just went off in my head, I may have had an epiphany.

To include something in your budget means you are the recipient of proceeds of that business or asset.
"So if they have included drugs and prostitution does that mean they are the recipients of the drug and prostitution industry??"

Economics is not a morality play. For instance, prostitution, regardless of its legal status provides a service not much different from manicure, pedicure or hairdressing.

That service generates income, which as any other source of income should also be taxed.

Income tax is a tax on income, not a tax on the activity generating that income and a dollar is a dollar irrespectively from where it comes from.
