No I think oil went back up when they replenished the stock. There was a sustained period of buying which drove the price back up. That period has been countered with sustained running down of stocks, which should drive price back up too on dwindling supply but the world is just not hungry for the fuel that is oil. The sustained period of replenishment to reinvigorate the price was too large and that supply will take some time to be offset with demand. Heres the stock changes for the entire year.
