When the GFC hit the US in an attempt to shore up the string of banks that were about to fail gave those banks boat loads of US dollars to keep them from failing, I have read one article that says it was 3 trillion usd.

The US currently still holds about 374tonne of German Gold in NY I think it is and apparently it will take about 20 years to give it back. For all intent and purposes this means they wont be getting it back IMO.
So Im thinking the US has kept this gold as payment for liquidity supplied to German banks at the start of the GFC.
This at least gives a reason as to why the German Gold is not being repatriated as it has done from Paris.
Jus my Opinion but it makes sense. To me anyway.
