They haven't even published a scoping study, PFS or FS yet, let alone started the plant/infrastructure refurbishment, developing the orebody or finalising the outstanding approvals! A decline just provides access, which for all we know could be temporary if the study shows an open pit cutback is required to fill the mill while the underground orebody is being developed (look at the painful ramp up at Bellevue as an example)
