Excepting for the depth, these are impressive grades. If a small deposit then you are right to guess it would never be mined. But it might well be a large or even very large deposit - in which case it would certainly be mined and profitably too.
So why might this be a large rather than a small find? If it is small then it is truly remarkable that one exploration hole should have intercepted it - right? Conversely, if it is a large deposit then it is NOT surprising that one exploration hole should have intercepted it. The balanace of probabilities is that this discovery is very significant.
Note that the closest other hole drilled was 7kms away!
