AuCu, what you have to understand is that you don't need any academic qualifications to be a good treasurer. It's the Treasury bureaucrats that run the country's finances. That is where the financial and economic expertise is. They advise the Treasurers, who come and go, and the Treasurers make the final decisions, usually on political bases. In the older days no politician had any academic qualifications and they did very well. It's a bit like saying a few years ago "how could Richard Branson run an airline, he just runs a record shop".
