My ex and I use to spend some weekends prospecting in Nevada , much of the gold was refractory ie it was hard to recover the gold out of the rock , there was some expensive disused infrastructure in place to get the gold out the only way possible at the time by expensive smeltering (ie expensive infrastructure you mention ) ie around the township of battle mountain.
Reno is a great place to work out from as accomodation real cheap , as the hotels want you to stay for the gambling , some great hold historic mines on the highway 395 running South out of Reno to
Nevada is a mine friendly State but refractory ore still pushes up recovery costs many of the smelters now have to have scrubbers to, to meet air pollution standards , there are alternatives ie albion process and Issa mills
