During the second world war Congress pretty much took over the Fed and forced them to backstop the Bond market.
During the financial crises the Fed engineered a reverse take over of government by threatening Congress with financial chaos if the Banks were not bailed out.
Congress being as weak and greedy and spineless as they are fell over themselves to sign up to the bailouts
