What does this comment mean " He said Maxwells mining has been tough work and the rise has intersected a wider zone of stockworks that anticipated near Maxwell reef and the sub level was still being determined"

To me it means that the sublevel has not been determined and seems to indicate they cant work out what way the veins are going and have not really strted mining but I am just guessing
