Another alternative theory Could be... Van Eck leased those 15m shares to someone. To provide ample time to accumulate some more shares without telling the market they had 10% of total BDR shares. Wait 3 months when the other 15m shares return and they suddently have 15% of beadell or 150m shares.. like a fox..
