I'm no expert either (just a mug retail punter like many others). But from what I understand, you only need two steps (SS then DFS) if your project is compelling. But OZM is only talking about a small start-up HL operation to kick things off. No talk about a Carosue Dam like mill. So IMHO they can go ahead even after the SS if the project is compelling enough and if the SS has been completed to a high standard. Bottom line though, any potential funders of the project must be happy to take on the added risk of proceeding without a DFS.
