Maybe the raise will come off the back of the bedding down of those 'advanced negotiations'. Theoretically Jaime is still in play (a deal is still possible with the actual title holder). Also, the illegally mined tenement is getting carved up (possibility of it being prepared for a part trade sale). Plus the unexplained action on the 'in-fill' tenement raises more questions and is another possible addition.
