I don't think AP is the type to take the piss.
From what I know of him, he's anti any misleading of the market, although any withholding is, in fact, misleading (if that's the case). There could be a reason the withhold that isn't to mislead though, if it were to benefit share holders, I don't know if this is the case as discussed.
The mention of a 50/50 I take seriously, which has me thinking the SS or equivalent is close. If AP wants to produce into a strong gold market thenhe see it as a matter of urgency. Even though some will be gutted with a 50/50 deal, I think it beats the heck out of dilution.
Although I hope Bocca results are good, I personally don't think that's the case (so I'm under no illusions in that regard), the neighbours drilling naturally makes any inquisitive person think outside the box though.
