Somebody bought the shares for $2. That seems to be buying not borrowing.
I believe that this transaction is more complex than simply borrowing with purpose of short sell and then buy back at lower price.
It appears that Citi lent money to La Mancha, also borrowed shares as part of the deal and immediately sold it for substantial discount. They may need to buy them in future for higher price, but probably terms of deal (interest on money they lending for example) are such that overall they (citi) feel that it is good deal for them.
If the guys who bought for $2 and immediately sold are winners then they must be losers as well.
I suspect that retail holders are like that poker player who looks around table and tries to figure out who is the sucker, and can't see one...
