The interesting thing about this type of system is even China's and Russia's gold/silver holdings would need to be vetted systematically via the independently remote block chain snapshot process, or equivalent, otherwise each country could not maintain power over its people as the relevant administrators/governors would hold no value to command and any position of power or strength even with military might if they could not make life viably prosperous.

Even today China cannot keep the population in check without providing a feasible story for life with an acceptable level of hope against the basket of other options including ending ones life its inhabitants may consider as humans.
