    The only real way to understand "will of the people" is by referendum or plebiscite.

    The only referendum to be conducted by any democracy on gold that I am aware of was conducted by the Swiss on 30 November 2014 when the majority of Swiss voted against a call to increase Swiss gold reserves.

    So I am interested to find out how you can know "the will of the people" elsewhere?
