There is no obligation for the USD to be used between 2 countries ,but countries are at liberty to use LTC with any
country no matter how biopolar its government is.
LTC is not economicaly fesible in many case due to currency volitility and liquidity as well as geo/pol tensions.
The US is a stable democratic economy ( well a lot more stable than others)
It would be in the interests of 2 countries to to LTC in order to enrich each others economies ie Russia and China.
It would be great the world economy and peace if more countries could inter LTC but not so easy.
Would not be wise for the NZ to trade LTC with Saudi Arabia.
If LTC was more widespread between countries , it would cause higher inflation in the US and its close partners.
Many countries hold US dollars as a hedge against their own countries inflation challenges.
The SWIFT system is a powerful tool and the fairness is questionable, personally Im grateful that Russia was cut off as wel as North Korea.
The US dollar will continue to domminate , especially during these times.
