Well it's clear (to me at least) that the "horse" has bolted. Long ago.
China is well advanced in its massive Silk Road infrastructure project to unify Asia and Europe. The manufacturing jobs are in Asia. China even has a stranglehold on strategic minerals such as the Rare Earths.
They have modern steel mills, etc, etc.
The weaknesses in the grand plan to set the US up as the epicentre of a world financial empire have become obvious. Two strategically placed major nations have noticed that it's an uneven playing field, and have opted out.
Fortunately for them, they have an enormous combined population and resources, they abut each other and have vast underdeveloped hinterlands. To be successful, all they need to do is leave the western dominated financial system.
Trump, or any other President, can't bring the jobs back home without violating accepted trade practices and doing massive damage to its economic relations.
