    Currencies can only be issued by reserve banks.

    So, the governor of the reserve bank would have to endorse it, approve it, and the Queen/Governor General would have have the right of veto (as per the Reserve Banking Act). Interesting document, people should read it. The Queen still officially runs the country lol.
