The only dollars out of the US are those in the form of paper notes bearing the faces of dead presidents. All electronic dollars are and always will be inside the US banking system, some in the hands of US residents and others in the hands of foreigners, including foreign banks. You can open in Sydney a USD denominated account with several banks. These banks in their turn will have USDs in one or more accounts with US institutions.`
